What's changing on July 12
New USPS package dimension reporting requirements taking effect July 12 will expand the scope of parcels that must include accurate length, width, and height data in carrier manifests, and shippers who aren't already capturing that information at the package level should start preparing now.

Currently, the USPS manifest requirement applies only to parcels exceeding one cubic foot or 22 inches in length shipped through commercial Priority Mail Express, Priority Mail, USPS Ground Advantage, or Parcel Select services. A $3 noncompliance fee applies to eligible shipments that don't report accurate dimensions. Starting July 12, that requirement expands to all shipments within those services regardless of size.
How the rollout works
However, the USPS is rolling this out in two phases. In phase one, newly eligible smaller shipments won't immediately face noncompliance fees. Instead, the postal service will spend the initial period evaluating data, reviewing customer activity, and testing system accuracy. Phase two, tentatively scheduled for early 2027, will introduce automated detection of dimension reporting accuracy and begin assessing fees on smaller shipments with inaccurately reported dimensions.
The phased approach reflects feedback from shippers who raised concerns about erroneously applied fees and the cost of implementing dimensional capture capabilities across their operations.
Who needs to act now
For many larger-scale shippers, this change won't require much adjustment. As Carlos Barbosa, VP of eCommerce Solutions at ePost Global, noted in an interview with Supply Chain Dive, large-volume shippers already collect dimensional data for every parcel they handle. The businesses most at risk are those printing USPS labels and shipping packages without routinely measuring dimensions, who could now face additional fees as the scope of the requirement widens.
The deadline is close. If your operation relies on USPS Ground Advantage or similar services and doesn't currently capture parcel dimensions at the time of label creation, July 12 is the date to plan around.
